Governor Ben Ayade of Cross River state receives his monthly salary but can not pay workers in his state. Why?

Governor Ben Ayade of Cross River state has joined the list of incompetent governors in Nigeria. He has no reason to owe workers in his state while he collects his own salary every month. If he can donate money to a church, what stops governor Ben Ayade from paying workers’ salaries and pensioners’ allowances in his state?
